...........might be like the one on an Express I fixed for a friend. If you turn it ALL the way to vent,it quits venting.....but if you back it off just a little,it will vent.
Yeah,the cap is probably your problem,but in case you haven't yet removed the petcock(gas valve)and cleaned the screen and valve,go ahead and do this. don-ohio
