It doesn't matter if you have a bank account or not. Japanese stores have trouble with foreign checks (impossible) and money orders (difficult), so many CD shops will allow you to send cash in the mail. That's how I used to order from Third Stage -- I'd buy yen, and send it to the store by registered mail wrapped up in several envelopes.
Kagrra is on a major label now so if you have a Japanese bookstore nearby (Kinokuniya, Asahiya) you can ask them to order their CDs for you. But Kozi, Lareine, D'espairs Ray, and Drop are all indies bands. Only stores which carry many indies Japanese bands will be able to get their releases. So you might as well try Third Stage.
