Rock'n'Roll Hall of Fame Question

Now that Grandmaster Flash & the Furious Five are eligable to be inducted into the "Rock 'n' Roll" Hall of Fame, don't you think it is time that they consider international artists like...say....X Japan..or something?

I guess my question is, what exactly are the qualifications that need to be met to be a candidate for induction? I mean, not that X Japan is a favorite band of mine or anything, but still, I think they deserve a spot in there. (and I'm not trying to get started on some crazy rants about X Japan, I just want some serious discussion about this).
