Yes, there were people that joined Kronos. The newletters are not translated, but from what I've heard they get everything the Japanese fanclub members get; even access to the fanclub-only page on their official website. (Or what's left of it...)
However since DAISHI's arrest and PLC temporarily (o.O;; ) stopping activities because of his situation, there are no new applications to Kronos being taken.
As far as I know, Pierrot's fanclub is not international yet.
