Treat it as it is: a rumour, nothing more. And the MiG-31 is still a very capable pure interceptor, there is no USAF equivalent. Its AA-9s perform better than the AIM-54 Phoenix and with upgraded avionics the 'Foxhound' will also be able to perform airstrikes.
