Anyone know if the 170/171 are under construction NOW?

Yes, 170/171 DDG's are at same time under construction.

Currently two 052Cs are being constructed (170 & 171) with the first ship launched on April 29, 2003 and the second on October 30, 2003.





And 168 DDG also at same time:
