Theoretically it is not too difficult to make a bullet, somebody that has done a few basic chemistry courses can do it. For a simple, crude bullet you can use the following:
A solid ball bearing like a marble, which will be your projectile
A hollow tube, like a pipe or even the hollow part of a spatula
Mixture of gasoline and orange juice (gasoline provides the explosive power and the citric acid from the orange juice stabilises the mixture AND provides the volatile element)
A nail, which provides the spark to ignite the explosive mixture
A hammer to hit the nail and produce a spark

I wrote my facts prior to reading the link. Anyways, FYI Orange juice contains citric acid, which in turn contains the "nitro" groups (i.e. -NH2) which help to stabilise the molecule.
Why to use liquid material?
When gunpowder ignites it is essentially a combustion reaction. Both gasoline and orange juice are readily available commercial products, but adding orange juice (as well as a few other readily availible products) to gasoline will help stabilise the mixture into a more solid paste.

I will admit this "terror" site is being quite detailed with its photos. Using power drills can only increase your precision, which is a good thing. And they seemed to be much more refined in their use of projectiles.

I have experience making potato guns, spray in some butane or deodrant, put in potato and put match in hole. it fired well over 30 metres but had so much recoil. BTW, what is a lathe?
