I think is is more to do with India's central government and the politics than anything else.They don't make pragmatic policies and lack discipline,plus there is corruption and bureaucracy within the government.

They just need a strong leader with common sense who makes practical decisions and who ensures good governance.Good governance is getting China to where it is going.
