Nah, I would prefer transferring the technology to Cuba and let them build it themselves. But otherwise, don't forget that China's costs are much cheaper than the West's, hence they would be more affordable. Don't forget Cuba earns quite a lot of money from tourism.
But even if China had to heavily subsidise the costs, I think it is a worthy proposition since the USA clearly threatens China by arming Taiwan seperatists and attempting to encircle China with bases in Japan, South Korea and the former Soviet republics in Central Asia. Not to mention the fact they released a terrorist from Guantanimo Bay to do the recent kidnappings in Pakistan.
