The names of the World Trade Center dead will be engraved around the reflecting pools. Despite requests by firefighters to be grouped together, the names will be listed randomly, but uniformed rescue workers will have their department's insignia next to their names.
Artifacts from the Sept. 11, 2001, terrorist attacks will be exhibited in an underground area, and a private underground room will hold the remains of unidentified victims, sources said. A church will stand just south of the site, where St. Nicholas Greek Orthodox Church had been.

A verdant grove of trees surrounds the two sunken reflecting pools that symbolize the twin towers. The lush trees replace a stark, empty plaza and scattered white pines that critics had called barren and bleak.
