IIRC, The opening of the St. Lawrence Seaway system greatly reduced the significance of Buffalo as a port, since it was no longer effectively the begining/end of the line for Great Lakes shipping. The general decay of the Soviet Socialist Republik of New York finished the job, as manufacturers of all sorts fled the state for regions where they could do business without the choking tax burdens imposed by SSRNY . A mile or 2 upstream from the structure in the photo lie the empty expanses of what was once a Republic Steel plant.
