It's always understood that the Red Cross is a neutral organization which is permitted to come in with aid.
It's also understood that those who occupy a territory are responsible for the welfare of the people they occupy. No systematic genocide is permitted by International law.
In other words, a country can't occupy another country and be at war with it at the same time.
