It's not difficult to understand.

Techically and literally they are two question and I indeed said right after the question asked is answered.

A how so response to the post in question as a whole wouldn't have made much sense given it's content. So, an indication as to what the how so relates would be handy.

So, the first 'question' could serve as a rhetorical question, or an expression of amazement, but most certainly as an indicator for the question that followed, which is therefore the question that really matters in reference to the indicator 'question' and thus the question meant to be answered/addressed.

Simple really.
