      Any time something needs to be "interpreted" it's not a necessary requirement.

      Can you imagine a set of school exam finals where EVERY QUESTION needs to be interpreted first, by the students .... before they can give an answer? No question is clear and many are ambiguous? ( I know .... there ARE some exams crafted like that but ultimately they generally get condemned in reviewal -because they're not fair- because their sole purpose is to CAUSE failure.)
