Whatever the figure is, it's meaningless without the context of the match situation that the overs were lost in.
For example we lost overs against Hants and Surrey which cost us likely victories, but against Somerset the lost overs probably saved us the match. Middlesex lost overs against us at Scarborough and Somerset at Taunton but still won both matches so they didn't actually lose anything.
I don't get the impression that weather has disproportionately affected one team more than the others.
