It seems the counties have several concerns.

"Some of the hosting clubs are also uneasy that the ECB's demand for 'clean grounds' during the tournament will incur huge costs and damage their own commercial agreements. A clean ground, as defined by the ICC, means the hosting club cannot use it for games (or, potentially, conferencing purposes) or retain any of its own sponsorship agreements visible in the stadium for the entirety of the tournament. Effectively, therefore, clubs would have to move out of their own grounds for five-weeks in mid-summer. They are also concerned that the offer of 30% of gate revenues is nebulous until the ECB establishes the price of tickets. Previous comments suggest they will be priced low to attract as wide an audience as possible."

I never heard this point mentioned the first time round. The host county would be unable to use its ground at all for the duration or the City T20 competition, for anything. No matches, no training, no revenue-earning conferences.

But the counties signed off on a blank cheque to the ECB to do what they want. So I have little sympethy for county chairmen who were so keen to tell us we'd all get really rich, and quick too!

It may not be the "cash cow" that the counties think it will be. No income for 5 weeks from sponsorship, hospitality & advertising, plus the additional costs of finding and using another venue for this period for matches and training.

My reading off it is that the ECB take over the ground for 5 weeks and also take over every income stream for the same period.
