Tim has set up Disco's from 12fpe up to 30fpe with very good results on consistency.
Sound wise, I don't think anything other than an attachment on the end of your muzzle is going to make a significant difference in sound control if keeping neighbors happy is a concern.
Even regulated sub 12fpe pcp rifles have a fair amount of muzzle report that would not be considered quiet by any means without a moderator or shroud on it.
