Crosman 150 Tank Cap

I have a Crosman 150 that had seen better days.

Tore it apart and reblued the metal and ordered 2 complete seal kits from MAC1. The tank cap is missing. So I am going to build a new one.

My question is, does the piece, that is in the cap with the o-ring, that presses against the CO2 cartridge, float in the cap or is it glued in?

It is held in place by......

A screw, or a peened over extension of the inner plug.
The cap must be free to turn when the o-ring seals against the wall of the tube and holds the plug stationary.
