When the movie starts, there are no journals, just home movies to make him go back in time. So maybe when we start watching the movie, we are seeing early stages of the timetravel in which he doesn't even have the journals. And somewhere along the way he thinks if he writes stuff down it will help, so he goes back to the classroom and draws the scary picture, making his mom take him to the doctor and thus making the doctor tell him to write in the journals.
So that's when he starts having the black outs and sometimes we see a leap of time with the journals so he knows what's happening and sometimes the leaps happen when there are no journals, explaining why little Evan doesn't know what happened.
