It is a typical Nigerian Scam to deliver these notes, which are fake, some are not even fake notes, only the top in the box are holding fakes and the others usually news paper parts which are cut and colored so that everything is just black. What is used is just normal printing ink, any apothecary can assist you.
What no one can assist you with is getting the money back you paid to get these.
By the way if these notes were for real the Federal Reserve would take them, they are easily identified and verified and would be replaced. Most Central banks offer that services by the way. Ah and do not listen to all the stories about why the "notes" are colored. That game is played differently, there is no substance to the stories (CIA etc....)

Bank Notes are colored in specific solutions of paint which can be determined by a chemical check and that check provides a definite ID of the origin of the color solution. Since there are only a few who provide the ingredients and only one actual chemical signature which is true any messing with other chemicals will destroy such signature and make the note itself invalid. In reality one such process can be reversed in regards of the chemical signature if the note is real and such is used by the authorities as part of a note verification when other possibilities do not exist.
The only solution for receiving such signature retaining chemicals is the issuer of the Notes itself. There are officers of the Secret service of the US in charge of this in the local embassy and they will assist you in any way possible and give you a quick assessment.
The offer of the Thailand man referencing UNICHEM will only lead you to general color removal from paper and will leave you with blank paper. Even that could be verified by the kind of paper you hold, which is a special kind if the note is or was real. Even with that the Secret Service agent will be able to assist.
The problem with this offer you refer to is that it is a subsequent taking advantage of someone who has already been scammed by selling him something real but useless, or better make it senseless. There is no crime in selling the solution, actually you can get it locally when talking directly to a chemical laboratory.
