I was wondering the same myself regarding the DB link and Reuters, something just isnt right but they want a conference call with me tomorrow regarding several of my projects, i am a little intrigued but who knows.

You can do the conference call with them and listen to their offers. But i am sure that they are "requesting" Commitment Fees or Upfront Fees and this is the "point" where you have to think "twice" what will be your next step.
Try to "request" all legal information from them what will be in need for a Due Diligence Work as Company Registration, Management, Tax ID, etc..

I'm sorry to say the whole set up is an affront to any decent tax lawyer or anyone used to offshore structures, if I would make one dime in such a store I would go gray on the legal risk (ups, I'm gray already)
The website itself is not illegal per se, they offer brokerage for funding for legal viable projects, nothing wrong with that. You would have to look into the contracts.

mike,
we reported the event to the fbi in south carolina however due to the fact we signed a contract we no choice but to file a lawsuit. tomasi kept saying that he had lenders ready to go and they had moved money to a reserve fund and we had better send th money asap. what we got was introduced to another broker off shore in the netherlands who wanted 26,000.00usd then a list of six names to call our selves many of which do not lend to start up companies.

I've come to the realization that we aren't going to get millions of dollars without putting up SOMEthing...you can't even get a mortgage for your $200,000 house without fees.
Thats just how it works.
The only difference is WHEN these groups will require fees, not if.
I'm as disappointed as anyone.

a good borrower or at least someone used to the game has done his homework and beside the appraisal and a credit reference there is in normal cases no addition expenses are necessary upfront.
The same applies in project finance etc. A professional borrower will have legal counsel, tax counsel, an accountant etc and all the details and data is on his or her fingertips.
There in such cases no reason for any lender to receive anything upfront beside one and only one situation:
If the borrower is not ready and wants the money to standby. There is a payment necessary for such situations because the lender is loosing money by keeping the funds liquid and on call. However even that depends on the contract and the contractual partners.
If a borrower does not do his homework than frankly he has to have it done and better not to use the broker, a conflict of interest may arise.

There are several posts on ripoffreport.com about Tomasi and his "finders". Also squidoo.com has a couple of posts on International Business Consulting inc., www.intbuscon.com you can add your comments to.This man has a yacht and property in the most over priced place, Hilton Head Island, SC and I bet you guess how he makes his money, I mean $25,000 to $100,000 just in upfront retainers is about $2000 an hour for what he does. I need his job:~>

You should always ask for their info. SS numbers and DL tell them you need to do your own " due dilligence" if they will not allow you to investigate them GET OUT!

There were several posts on the Swiss Gnome board about this guy and his many victims!!! Many have contacted me and I have directed them to the local police and the FBI.
And Sir Richard it will take a huge effort to get him out of the Bahamas as the authorities there have to 1st have proof from the USA Feds that in fact he is running a criminal activity!!! The proof is there if they will ever act on it!!!! The wheels of justice move slow on these matters!!!!
The more people that will report the better the case against him!!!!
Good luck, All the best, Mike
PS---This is the same type scheme that Alan Gotlieb AKA Alan Weiss ran for years until the US Secret Service under orders from the SEC went and got him back on USA territory to stand trial!!!!!!

I may able to assist if you are in need of following services:
Forfaiting:
Non-recourse discounting of bank guaranteed Bills of Exchange, Promissory Notes, Letters of Guarantee and other trade receivables, where credit terms run from 60 days to 7 years. Forfaiting provides suppliers with accelerated secure cash payment whilst enabling them to offer extended credit terms and win business
Letter of Credit Discounting:
Deferred payment Letters of Credit can be discounted for sight payment immediately after presentation of shipping documents. Confirmation of the Letter of Credit is not usually required. Deferred payment “tenors” of 60, 90, 180, 270 and 360 days are common, but longer periods up to 720 days and longer can be accommodated.
Silent Confirmation of Letters of Credit:
A 100% guarantee of payment covering unconfirmed Letters of Credit, normally arranged where confirmation is not provided, is expensive, or cannot be obtained from conventional sources (e.g. for Letters of Credit issued from higher risk countries such as Algeria, Bangladesh, Brazil, Cuba, Indonesia, Iran, Libya, Pakistan, Senegal, Serbia, Syria or Yemen.
Corporate Risk Receivables Discounting:
Discounting or guaranteeing of buyer risk trade receivables, normally evidenced by Bills of Exchange, Promissory Notes or invoices. Finance is usually non-recourse and can be provided for domestic and cross-border trade. Credit and political risk insurance can be used to enhance facilities and reduce costs.
Payment Guarantees:
As an alternative to discounting, payment guarantees covering 100% of the value of the receivable can be arranged where financing is not required. These can be arranged for either bank guaranteed or corporate receivables.

There is reason to suspect that Paul Tomasi of www.intbuscon.com, IBC/offshore, International Business Consulting is trying to change his business name and web site. This is the latest ad on GOOGLE search.
Sponsored Links
This link is what pops up when you type in IBC/offshore
The address for this company is listed as a suite number but is actually a P O Box located just across the river from Paul Tomasi's home. The opening line on this site is exactly the same as www.intbuscon.com. the statements made are "We were approached by a close friend of ours" http://www.private-intl-funding.com
This man has a reputation for moving around when the word gets out about how he conducts his business. Right now the negitive info on the web about him and his company far out ways the positive, this is his counter measure.
He has already recruited 2 other "freinds" to become his "screeners" http://xoffshorefunding.com/ this is a friend of Paul's family's daughter. http://www.structure-capital.com/petition.html
This is Paul's wife's nephew.
The business office in Hilton Head SC hade no record of a business licence for his IBC in Hilton Head which is more than likly the reason he would be hiding in th Bahamas.
Offshore the the same rules do not apply.

Once the Gatekeeper has sent you the “restricted offer,” the following must be done.
The “restricted offer” will have a time limit. The time limit is usually at the end of the business week. Therefore, when you get the e-mail from Xtreme Funding stating that your information has been forwarded to the Gatekeeper, it is imperative that you check your e-mail often so as to not miss the deadline.
The Gatekeeper will want you to call him as soon as possible. Start to write down questions and concerns that you have that you would ask of anyone involved with the funding. Again be prepared to do this before actually receiving the “restricted offer” as time is of the essence. If you want your lawyer and accountant on the call, which we advise, arrange now for them to be available.
The Gatekeeper will want you to read, sign and fax or scan his “Financial Procurement Agreement.” While this is in clear, short and simple English and has no legalese, it is always advisable to have your lawyer or accountant review this document. Again, now arrange time with them to do so before actually receiving the offer. Please read carefully the section “Be Successful” for one of the clauses in this “FPA” that you need to understand now and accept.
If you want to proceed with the funding, which is why you are sending in your petition, your retainer is now due, assuming you receive the restricted offer. At this point the Gatekeeper has found you funding. He has promised you the name, address, phone, etc of the possible funding source. He has promised the equivalent of a “Forward Letter of Commitment” from the possible funding source. The retainer will be due by SWIFT or wire transfer. NOW is the time to make sure your funds are still liquid and that you and your banker know how to do this procedure. The Gatekeeper will also ask that you fax or scan him a copy of the receipt of the SWIFT or wire transfer.
ALL of the above will need to be done BEFORE the deadline. Therefore it is important that you begin NOW to plan for this. This assumes that Xtreme Funding will get you through to the Gatekeeper into the funder’s approval. The Gatekeeper cannot extend the date of the “restricted offer” nor waive the retainer or place it in escrow. The retainer is 100% deductible from the placement fee closing costs.
This is off www.xoffshorefunding.com one of Paul Tomasi's screener's
Read it careful
No escrow
No waiving retainer
No extention on the date
No checks or money orders only cash wires
And you need to fax the copy of the wire immediatly
