I have a buyer who is seeking to purchase SBA backed commercial loan portfolios from a lender. Is there a permit or license needed to buy these notes? I was told by the lender selling the notes that a permit is needed.

I do have a counter question for you. You made a check on the Buyer? SBA backed commercial loan portfolios normaly will be purchased by institutional Buyer and in fact they know exactly if there is a license in need to buy or not.
Very poor "picture" for a Buyer of a maybe millions of USD Portfolio who even don't know if a license will be in need. There are Financial Lawyer Groups or Fianancial Advisors who can be hired for such transaction and they take charge of all legal aspects.
