This seems to be a long standing argument, why don't you use your network tools and trace the Peruvian website, maybe,just maybe he is not that far from you

And basically does not show much of anything. Not even an address. The IP address belongs to the owner of the site and as you will see not much to trace back to JB.

I remember there was a case with the same provider, I believe surenet out of Santa Rosa CA which they had to provide user address details because they were used for scams and such allowed to track the user, almost all Internet savy lawyers can get the data, most providers allow the disclosure in such cases. However and frankly speaking I doubt that spending money on this makes much sense
