I work in the law enforcement field. When anyone sees animal abuse they should report it immediately. By law, a person has to provide three things for their animal: food, water and shelter. They absolutely must have something for the animal to get under - out of the rain and hot sun. It must be something reliable...not just a broken down vehicle!! :[
