historian, letter to Roman emperor

I have a question. I remember watching a show about the Roman Empire, and in discussing its decline, it referred to an historian or innovator that during the Century of Crisis, dispatched a letter to the Roman emperor, imploring him to fund technological research and offered some plans on useful inventions.

Anyone know who that was? Or what those plans contained?

I think another possibility is De Rebus Bellicis, which I think is actually it.
