To sin one must perform an action that goes against God's will and desire. That is the definition of sin. An infant and baby cannot do this because until they can knowlingly make a choice of action, they cannot sin.
However, all humans are born with a sin nature so due to the fact that they are of the flesh, their flesh is tained of sin, but they have not sinned.
I personally believe that all babies who are murdered in the womb or die as an infant are not doomed to hell but eternity in heaven. I believe this because God would not create humans in order for them to have no chance to accept salvation.
The only sin that can send someone to hell is the sin of not accepting Jesus Christ as their God and Savior. If a baby is murdered in the womb or as an infant and cannot make a choice to accept Jesus Christ then they are exempted. I believe God gives everyone a chance in their life to accept the free gift of salvation.
