You stated that players can't move, because there is not a another centre to go to. This is an issue the Southern Centres have to deal with, but Sudbury does not. You would think that they would have a pretty good read on the talent level given that their players really have no where else to go year after year. Once girls make the jump from boys hockey, they rarely go back. Being with other girls their own age is more important to them then their parents view that boys hockey is better. So having a captive audience with no movement should be an advantage for Sudbury, not a disadvantage as it is for Southern AA clubs.
I really don't see how cultural dynamics play an issue in where a team should be placed. If all the French girls leave the Sudbury Peewee AA team (from last year) for example, do they all go to a boys team, because as has been stated there is nowhere else for them to go with Girls hockey? Cultural dynamics are also an issue for the GTA teams. I still don't see, however, how culture impacts on where you place your team. I would think that their turnover rate year over year is substantially better than the southern clubs.
Perhaps someone from Sudbury can answer the question as to whether Sudbury had a Peewee AA team at the begining of last year or did they do the same thing they did this year, which is move up late in the year after winning a good number of tournaments.
By the way, you are quite knowledgeable of Sudbury for an outsider.
