It says the President's salary. Does not mention any others receiving salaries. The President typically is not entitled to vote unless breaking a tie. Also, committee is a sub-committee of officers, does not include all officers.

In fact, in the Bylaws, Article 2(E)(iii), the president of the OWHA is not entitle to vote at any time:

(E) President
i. The President shall be appointed by the Executive Committee of this Association and be
answerable to the Executive Committee.
ii. The salary of the President shall be negotiated with a sub-committee of the Officers of this
Association.
iii. The President shall not have a vote at any meetings of this Association.
iv. The President shall represent the OWHA on all matters including hockey, government, public
relations and other association related activities. The President shall attend all meetings as
designated by the Chairperson.
v. The President shall be the official representative of the OWHA to the Annual General Meeting of
Hockey Canada.

In their structure, the Chairperson presides over meetings and is the one only entitled to vote to break ties. Just the facts, assume what you like.
