I have to disagree with your logic.
What does ice allocation have to do with it? You have a set number of days/ weeks to complete your playoff round and you are playing only teams that you have played all year long. As far as I know there are specific dates of when you can and can not start a playoff series and the same as to when they must be finished.
It does not make sense that a lower (regular season) seeded team will playoff against the lowest seeded team when the highest seeded team will playoff against a higher seeded team.
There is no rhyme or reason for this in my opinion.
I never payed much attention in the past but what is the incentive to finish first other then an extra home game if needed?
