They are a very small very focoused org and adding teams at every age and level is a huge undertaking. They are trying to add slowly and make sure they can offor the new team what they offor their existing teams. What is wrong with that?

By refusing to allow them to grow the OWHA are sending a clear indication that they want them to continue to operate the way they are and this will allow all the other orgs to continue to bitch.
