However your example is probably on the low end of all examples currently being played out...
Parents use PTS to try and hold their association hostage, "either we get this or we are going - we have another team"... That is why some have gone to releases, you ask you get your gone, no games....
Unfortunately associations are getting fed up and creating blanket rules as above, I believe it is going to get a whole lot worse no better in terms of player movement.
Hamilton/Stoney Creek/Ancaster as an example. Ancaster folded all AA programs because of rules implemenented by Hamilton City Council not the association. As municipalities look for savings sports subsidies will be looked at and questions will be asked as the make up of teams...
