I can understand this WGHA policy to influence their home grown players to stay. Their program has now displayed proven success and this new policy appears targeted toward those bubble players who may be looking for a position elsewhere. The WGHA will be experiencing an influx of interest from non-residents and have such a caveat where each case is individual and requires presentation to the Executive for a decision whether to accept a non-resident. In a nutshell, a wise policy that protects those families who pay the taxes that operate their facilities.
The OMHA needs to re-examine their brutally cumbersome policy of import/export. Perhaps a 2 or 3 player import rule to start, monitor player movement and adjust as required. There are many quality male players who are mired in poor programs with no alternatives.
