Residency requirement tend to be driven by municipal funding models rather than by an exec instituting a policy for as a development strategy.
But you have to give the OW some credit on this front as they do not impose the rules. The OW gives the clubs the freedom to impose their own dumb-*** rules and many are happy to make use of this leaway (ironically usually to the detriment of the club).
