Are you saying that every team that won gold at provincials was sandbagging? Until the OWHA changes the way teams are categorized the sandbagging and the complaining will go on and on and on, year after year.
Here is my solution:
Each association is ranked with respect to their registration numbers from the previous year. Top 20% are AA. Next 20% are A. Next 20% are BB. Next 20% are B. Next 20% are C. The registration numbers may not include ladies recreational leagues, only Novice, Atom, PeeWee, Bantam, Midget, Intermediate, and Senior rep teams.
