No longer can any organization have a developement plan. How can you have a developement plan when you have no idea who will be in your organization on a year to year basis. Think about it as a coach...how frustrating would it be to volunteer your time and effort to work with kids who will leave because the team next door is better. I think female hockey has become a parental one year plan and our daughter's are the carpet baggers of the hockey world. In most cases, it's about trying to join a team that will likely win more. Sometimes, it's about coaching.

I wish I knew the answer, because it's getting worse every year. I know most posters love the free movement, but that is what is killing female hockey. It's why kids are rushing to junior, it's why there are too many midget AA teams, it's why there are too many Bantam AA teams. This is the root problem.
