The reality is that it does not matter what the parents think, a well run program would not permit it. Looks like Nepean trying the tactic of other weak programs, lets get them young and maybe we can keep them, I suspect what will end up happening is they will play a year or two for them then jump ship to a stronger program. You see it all the time in the GTA, now it is starting to happen in the NCR. Unfortunately the other thing that happens too often we end up saying "what ever happened to?????" because they never reach their full potential when they get moved up too early.
