What borders? The Aeros represent the entire GTA. Leaside, now that they renamed as Toronto Leaside, represent the entire GTA. Why, they even have friends ion City Hall! North York doesn't exist as a geographical entity anymore. Others, e.g., WIllowdale, are founded in local communities that don't exist anymore. An important rule is a complete non-starter.

Dice's idea of limiting the number of teams is the way to go. One way of getting there is to limit the number of AA teams to one per association. There may be other criteria for an AA team but this one should be a slam dunk.
