Missy has an import rule as they operate in the City of Mississauga. The city gives the organization a minor hockey rate for the overall ice costs for the whole association. They are allowed a very small percent of imports....they typically use them for the PWHL team.
Oshawa has the same rules as does other organizations.
The PWHL is not a open door for imports, it is just that associations that have residential restriction requirements from the municipality use the imports at the Intermediate AA level or Midget AA.
The PWHL was not created to be a league with an open door policy, they started will no rules around residency and now have them, you now can not transfer from another province to play in the PWHL without getting approval, same for USA players. There will always be a place for the very talented players in the PWHL, but there also needs to be a balance. This is minor hockey you are talking about and as such common sense should prevail.
Remove this league from the OWHA and have it be a stand alone league and then open the doors to the best. When this happens the best players will make the teams and not the politically connected.
