Ah Dice NO!
Canada Revenue Agency considers an honorarium to be taxable work related remuneration. An honorarium is considered to be in the same category as a commission, tip, or bonus. It's monies going to the person relating to their fulfilling of duties.
If you want to pay not taxes, the association could pay a per Diem that would cover some of your out-of-pocket expenses, such as mileage and meals, instead of paying you for your time. The refs would then be volunteering their time... and it would cost the associations a lot less money.
