I attended a AAA boys game in Calgary last week and the ref called nearly 50 minor penalties, including 24 head shot penalties...and there was not one single word from the stands or from the coaches on either bench...it was very impressive...even though the reffing was that horrible. Try doing that in Ontario and see what happens...
...and yes, the refs already have the power to eject inappropriate behaviour from the arenas. I've seen it enforced.
