In theory those are the rules.....the OWHA do not always follow their own rules, only when it suits them. Without having all the information It is hard to say what rules would apply.
Was the release in the association hands prior to playing in these games? If so did they register the player?
This brings another question to mind: In a tournament it is the duty of the tourney to ensure that they have the proper paperwork for all players. No paper work for a player means that they can not play. No exceptions to this as then the whole tourney has no sanctioning and no insurance!
