What is the answer

How does an association change a losing trend? It's apparent that the parents are fed-up and leaving for other (winning) centres. There are only three winning teams in the whole assoc. and some
levels do not have a top (AA) team.
Is it a coach problem, executive problem, parent problem or a combination of all three.
I think everything should be scraped and copy from head to toe other centres winning ways (Oakville, Whitby). This will take 5 years to bring around the developement of the players but this is a better outlook than whats going on right now.
Any ideas?
