In my experience, I don't see a lot of officials jumping right to the GM.
Could just be the Ottawa area. Most offiicals on the girls side have been extensivly trained by the guys side, and on the guys side we preach going "up the chain"...if we go up the chain, there';s a better chance of the suspension sticking if its appealed.
