If the ref was accosted at the end of the game by players he could give them a GM 20 and be well within his right to do so.

Now if there were no such penalties called during the game and there was no discussion at games end then spineless is a deserved call.

A good ref never gives a player a GM 20/21 without at least giving the M20/21 call first. I have seen far to many refs would goat players or who feels that they need not listen to valid concerns and simply use the GM 20/21 call as a deterrent to avoid having to explain calls.

Sadly the OWHA does not care enough to supervise their officials and do nothing with valid complaints.

You best stick with banging your head against the wall.
