when you divide by .5 is the same as multiplying by 2.
So how is that decreasing the numbers for death rate.
I can see what you were after , you just had no idea how to get there. A little math lesson for you, say you had 15 reports in an area , so as per your formula ;
15 x 3 = 45 45 / .5 = 90
or
15 x 6 = 90 same thing
I think what you were after was .5 %, not at all the same thing.
So it would be 15 x 3 = 45 - the 45 / .5% = 2.25 so 45 - 2.25 = 42.75
