Be onto something, be persistent yet inconspicuous, are there any good vantage points along the perimeter, and which state and county are you refering to? Sounds like more that just a BF, keep your eyes and ears peeled, and keep us informed of any unusual observations. Things like what type of vehicles for possible transport, and what different agencies are working together on this, good luck and talk to you later.
