According to Defensive technologies (who makes and sells the stuff) 14% of the population is relatively unaffected by OC.
It does not work on 99% of the people to the extent desired. Unless you get a direct stream straight in the eyes, it takes a few seconds to work properly. That is based on observing its use several times on both determined and non-determined subjects. By non-determined, I mean someone who volunteered to be sprayed in a simulation.
If it doesn't work all the time in a controlled setting, there's no way I'd trust my life to it.
