We love romantic dinners @ Disney - my suggestion would be for California Grill right around fireworks time and to make sure and note on your PS and remind server its his birthday!
Rose & Crown on the patio at Illuminations is also nice - but harder to get the right table. We were turned down when it was our honeymoon & we had priority seating for 7:40.
Breathless Burts are also a ton of fun - a speedboat ride may be a fun idea too.
