This rate is available at certain times of the year for teachers, and state, local and federal government employees. For example this rate is available at the Swan/Dolphin during December until the 25th and then again after the new year. It is only available at the Swan or Dolphin because they are not Disney owned hotels, they are owned by Westin. Because of this the MKC does not apply here, although you can still use it to purchase park passes and all other discounts with the MKC will apply. Hope that helped.
