Libel and retraction. What really happened?

“I know this is false, because I read this forum, and he has not admitted, on this forum, to committing libel.”

Here we have two opposing parties. One party claims that she was libeled and that according to the out-of-court settlement the other party agreed to publicly retract and it indeed did so. Now a third party tries to enter into this with a claim that no retraction took place. If indeed such retraction did not happen, then the out-of-court agreement was violated. So I do not know that is Jordan trying to do? Is he trying to get both parties to start from the beginning and litigate the libel claim in the courts?
